In 1972, Hartlepool council decided to landscape the streets off Elwick Road and some off Raby Road. The idea was to close some roads altogether and place flowerbeds in them. It was never the most popular decision. Colwyn Road was a fairly busy thoroughfare closed as a through road and residents complained about increased traffic in Baden Street and Elwick Road.
