Oswin was the eighth son of Henry Frederick Hemy. He was a music master at Ushaw College in Durham before moving to Hartlepool with his family. He was a music teacher in Hartlepool, as was his father Henry, and in later life they both composed dance and hymn music. His father Henry, also wrote pianoforte tuition books.
Oswin Bede was born in 1856 and died in Hartlepool in 1916.
