Children and bathing machines

What we know about this image :

A boy sits on the wheel of one of the bathing machines while other children play and paddle nearby. The clothing of the children is in sharp contrast as the girl is wearing a bathing dress, some boys are in swimming trunks/pants and others are fully dressed in jackets and hats!
